New Posts icon on Forum List page does not work

On the main page that lists all the forums, there is a folder icon that is supposed to be used when there are new posts. People add new posts to existing threads and that icon does not get used.

Not working properly.
If a brand new topic is introduced in the forum, the new posts icon shows up.
However, if a brand new reply to an existing topic is posted to the forum, the new posts icon does not show up. It should. (Or be renamed the New Topics icon. :) )
