Is it possible to upload documents like MS Word or PDF files?

 Yes it's possible, as a matter of fact this is how the current windlore archive works, however I haven't surfaced this ability to the larger community. Uploading pdf's (and this goes for the windlore as well) to a website is a very poor alternative to actually posting the content as an article or page. The reason being the content of the document can't be indexed by google or Drupal and thus is invisible to search.

I have an MS Word document

I have an MS Word document I simply don't have time to turn into a "story" on this site, but I would like to post it under the Armoured Combat -> Training category.
Can I send it to someone and have them upload it, if you don't want to open that up to the general public yet?

 It's not that I have a problem with folks uploading files per se. It's that uploading files instead of creating articles makes it impossible to find the content of those docs via search (which means it may as well be invisible). I'm happy to convert any documents the populace would like to supply to articles or books (as appropriate). Speaking of books I'm contemplating changing the user permissions so book pages are world editable thus enabling full on wiki mode. Any thoughts (pro or con)?

Content that is never put on

Content that is never put on the web can't be found on the web at all!
So, if the choice is "put it on in document file format" or "don't put it on the site", my vote is for getting it on the web.
As for opening up "books" - by which, the way this site appears to be organized, you mean web pages assigned to a person's profile instead of to an article category - I'm confused as to why you would do that.
Articles are easy to find if categorized correctly, pages attached to a person's profile are not.  If anything were to be opened up for a free-for-all, it would logically seem to me it would be articles, as they are under communal category headings instead of a person's profile.  
But rather than open them all up that way, let the original author of the document make that decision!  That way, if the author want's to open it up to others to edit, they can do so, and if they do not, they don't.

 False dichotomy. We aren't in a situation where it's either content goes online as a file upload or it doesn't go at all. There are a number of people on the site that are more than happy to do the conversion work, myself included. Ultimately the CMS doesn't support delegating authority to edit submitted articles without installing some more modules.
